Mine remediation is required on the site of the future Meijer in Glen Carbon before construction work on the building can begin, a village official said.
“We’re working with them on that plan. We should see something in August about what the plan is to fill the concrete in the ground, much like when Sam’s Club came in,” Erika Heil, Glen Carbon’s director of community development said during the June 25 building and zoning panel meeting
Three years ago, when the anchor tenant was slated to be Menard’s, the Staenberg Group planned to use a type of grout to fill the spaces left behind by the mining company.
Most of the Orchard Town Center site is underlain by the remnants of Madison County Mine No. 4, where coal from the former Herrin Coal Seam was extracted. The mine operated between 1920 and 1940.
She said Meijer’s site plan will need to be extended another year because nothing substantial will be completed by October, when the current site plan expires. The site plan has already been extended once, which the company requested in September 2023.
“They are not requesting any changes to the site plan other than a time extension,” Heil said in a 2023 memo. “This would allow them to build concurrently with (the Meijer) site in O’Fallon.”
When complete, Meijer will serve as a main anchor store for the Orchard Town Center development.
Several other outlots within Orchard Town Center are also seeing action.
Construction has begun on Club Car Wash. Another outlot is expected to house the first Dutch Bros Coffee in Illinois. Those two businesses will join Chick-Fil-A, Olive Garden, and Plaza Tire in the development, along with the Panda Express restaurant that has already been approved. Two other outlots are under contract, but no additional information has been released.
“The building plans for Dick’s are under review and there’s starting to be make some movements there,” Heil said. The business should open in 2025.
“Hopefully, they are in the final review for building plans,” she said.
